Gov. Perry Appoints Forrest and McKenna to TSTC Board of Regents

Gov. Rick Perry has announced the appointment of two new business leaders to the Texas State Technical College System Board of Regents for terms to expire Aug. 31, 2015. Penny Forrest, and Linda Lea McKenna have replaced Barbara Rusling, and Nora Castañeda, whose terms have expired. The Governor also honored Chairman J.V. Martin with a reappointment to the Board.
Penny Forrest, of Waco is the librarian and museum curator of The Scottish Rite Foundation of Texas. She received her bachelor’s degree from Baylor University, pursued graduate classes in library and information studies from Texas Woman’s University, and has participated in continuing education courses at both MCC and TSTC. Forrest will be serving on the instruction and student services committee, as well as the facilities committee.
Linda Lea McKenna, of Harlingen is a registered nurse who presently serves as a health care consultant in the Rio Grande Valley. She received a bachelor’s degree from the University of Texas –Brownsville in government and a master’s degree in public administration from UT-Pan America. McKenna will be serving on the instruction and student services committee, as well as the human resources and development committee.
Chair J.V. Martin of Sweetwater has also served as chair of the fiscal affairs committee, vice chair of the audit committee, and member of the facilities committee. Appointed originally to the Board in 2004, Martin is CEO of First Financial Bank in Sweetwater.
Perry’s appointments are subject to senate confirmation.
"While we will certainly feel the loss of Regents Rusling and Castañeda from our Board, we are pleased to welcome Regents Forrest and McKenna to these leadership positions" said Bill Segura, Chancellor. “We also look forward to another six years with Regent Martin on our Board and appreciate his commitment to another term,” added Segura.
The TSTC System is governed by a nine-member Board of Regents and operated under the direction of a systemwide Chancellor. These Regents, who provide a statewide perspective, are appointed by the governor to six-year terms. The TSTC System Board of Regents also includes Joe Gurecky; Rolf Haberecht; Joe Hearne; Mike Northcutt; Gene Seaman; and Ellis M. Skinner II.
Joe M. Gurecky, executive committee member place 2, of Rosenberg is the president and owner of Gurecky Manufacturing Services Inc. Gurecky currently serves as the mayor of Rosenberg, a position he has held since 1999. Gurecky was appointed by Governor Perry in 2006 and serves as chair of the audit committee and member of the fiscal affairs and facilities committees. Previously Gurecky has served as vice chair of the human resources and development committee.
Dr. Rolf R. Haberecht, vice chair of the Board of Regents, began his service to the TSTC Board of Regents in 2006. He serves as the liaison to the TSTC Regents Circle, and member of the audit, fiscal affairs, and human resources and development committees. In the past, Haberecht has also served as vice chair of the instruction and student services committee, vice chair of the fiscal affairs committee. Haberecht is the chairman of the board and co-founder of VLSIP Technologies Inc. in Dallas.
Joe K. Hearne of Dallas is a retired quality assurance engineering and supply chain manager from ELCAN Optical Technologies – Texas, a division of Raytheon Systems. He presently is serving as a substitute teacher for the Dallas Independent School District. Hearne joined the board in 2006 and serves as chair of the human resources and development committee, and member of the instruction and student services committee. He has also served as vice chair of the facilities committee, and member of the fiscal affairs committee.
Mike Northcutt, a resident of Longview, has been a Regent since 2002. Northcutt is president of the Longview Branch of Southside Bank–Tyler. Northcutt is presently serving as chair of facilities committee and member of the audit committee, He has previously served as chair of the audit and facilities committees.
Gene Seaman of Corpus Christi served the State of Texas as a state representative from 1996 to 2006 for District 32, which included Aransas, Calhoun, San Patricio Counties and part of Nueces County. He has devoted much of his career to the insurance industry, first for Prudential and then for Mutual of New York. Currently, Seaman continues to serve as chair of the fiscal affairs committee, and member of the facilities and audit committees.
Ellis M. Skinner II, of Spicewood, is president of Ellis M. Skinner Company, Inc., a construction services company in Dallas. Skinner serves as a member of the instruction and student services committee as well as the fiscal affairs committee.
